About Scott
It is my honor to serve you!
In March 2023, I became your City Council Member. I thank all the residents who gave me their support, as well as the elected officials who endorsed me. However, I must first thank my wife, Evelyn Acosta Behrendt, and my two sons for their love and support; I could not have done this without them.
My wife and I are Southern California natives and 20 year residents, homeowners, and parents of two school aged children in Redondo Beach.

I am also an attorney by trade, and have been named a “Super Lawyer” from 2012 - 2022 by Los Angeles Magazine – a distinction recognizing the top 5% of attorneys for excellence in the practice of law. Over my 25 year career, I've developed the ability to process large amounts of complex information, and work productively, efficiently, respectfully, and fairly with people of different backgrounds and points of view in solving difficult issues. I have the attention to detail, listening skills, and ability to represent -- and make important and difficult decisions on behalf of -- the people of Redondo Beach.


AYSO & RBLL Youth Sports Coach
For many years, I have been a youth sports volunteer coach and mentor with Region 17 AYSO, and the Redondo Beach Little League, and active in our children's school life, where I've developed great and lasting relationships and friends throughout District 5 for whom I'd like to be a voice on the City Council.

University Honors Student
I graduated Top 15 in my class at the University of California, Santa Barbara, with a B.A. in Business Economics, and #3 in the day student class at Loyola Law School. I founded the Criminal Law Society, clerked for the Hon. Harvey A. Schneider (Ret.) of the Los Angeles Superior Court, and, as a certified law student, prosecuted numerous criminal jury and bench trials, and more than 500 felony preliminary hearings and related criminal proceedings, under the supervision of the Los Angeles City Attorney's Office, Los Angeles County District Attorney's Office, and the Orange County District Attorney's Office.
Addressing Homelessness & Serving on the RB Planning Commission
I first became active in Redondo Beach local government in leading the effort to relocate a proposed homeless pallet shelter from Aviation Park in District 5 to a more appropriate location. It was then that I had the pleasure of meeting and working collaboratively with our Mayor, City Council, and City Attorney to provide input on a common sense and compassionate solution to a homelessness issue. Afterwards, I was honored to be appointed by the Mayor and City Council to serve as a commissioner on the Redondo Beach Planning Commission, where I currently preside and provide advice in all matters related to the planning, zoning, and the physical development of our great city.

Accomplishments
Preserving Our Quality of Life

Helped Redondo Beach earn recognition from Niche as the #1 Best Suburb to Live in the Los Angeles Area

Maintained the ban on Air BnBs / short-term rentals in our neighborhood

Implemented new rules allowing on-street parking on street sweeping days

Worked to control traffic congestion and manage over-development to keep our neighborhoods livable
Maintaining Functional Zero Homelessness

Before joining the City Council, led the community effort that relocated a proposed homeless pallet shelter out of Aviation Park in District 5 to a more appropriate site — bringing together the Mayor, City Council, and City Attorney around a common-sense, compassionate solution

As a Councilmember, supported and funded the tools and resources that have helped keep Redondo Beach at Functional Zero Homelessness, with well over 100 individuals moved off our streets in the past year alone
Protecting Public Safety & Supporting Our Police and Fire

Added new police officers through City budgets to increase traffic safety and fight crime. Backed Measure FP to build brand-new, modern Fire and Police stations for our first responders

Championed the 4-part “Pillars of Public Safety” speaker series at the Redondo Beach Performing Arts Center, bringing LA County District Attorney Nathan Hochman to our community

Supported robust e-bike safety training, education, and enforcement — including new sound-enforcement equipment for RBPD to crack down on illegal mufflers and loud vehicles

Cracked down on smoke shop violators under the City's existing ordinance; one enforcement action alone led to a $100,000 sanction against a violator, a business license suspension, and seizure of illegal products.

Supported RBPD reaching full staffing, including new officers and K-9 units
Preserving Open Space, Parks & Recreation

Supported the refurbishment of play equipment and surfacing at Dale Page Park, Anderson Park, and Mathews Parkette — the parks our own North Redondo kids use every day

Backed repairs to the benches and signage at Anderson Park, along with the refurbishment of the Anderson Park Boy Scout and Girl Scout Houses, keeping these community gathering spaces in good shape for local troops and families

Backed the Wilderness Park Master Plan and the multi-year restoration of the park's historic Lower Pond and stream system, reopened in 2026 after being out of service for more than a decade, with over 850 native plants installed by community volunteers

Voted to fund and open the new Bill Brand Gateway Park beneath the Redondo Beach/King Harbor sign at PCH and Herondo, transforming a vacant utility right-of-way into native landscaping and a new publicwalking path

Supported the all-abilities playground project at Franklin Park

Supported opening the new Teen Center at Perry Park
Bike Lanes, Bike Paths & Street Safety

Directed major street repaving and resurfacing throughout our neighborhood, including the Manhattan Beach Blvd. resurfacing project between Aviation Blvd. and Inglewood Ave

Secured new funding for lighting and restriping along the North Redondo Beach Bike Path

Delivered street safety improvements in our neighborhood, including at Robinson & the Bike Path

Backed new bike lanes throughout the city while working to preserve on-street parking for residents
Revitalizing Artesia Blvd. & Growing Our Local Economy

As a City Councilmember, passed and advanced new zoning to revitalize and energize Artesia Blvd. — opening the door to new shops, restaurants, and neighborhood gathering places within walking distance of home

Kept cannabis shops off Artesia Blvd. and out of our neighborhood entirely

Passed a tougher new smoke shop ordinance, effective January 2026, further restricting smoke shop locations near our schools, parks, and youth centers

Supported and helped facilitate the opening of the new, state-certified North Redondo Beach Farmers Market at Green Ln. and Artesia Blvd

Helped secure the BeachLife Festival Concert Series for Redondo Beach — a signature event our own residents enjoy right in their backyard, while also bringing visitors and revenue to local businesses
Pickleball for Everyone

Personally directed District 5 discretionary funds to stripe Redondo Beach's first pickleball court at Dale Page Park

Voted to fund a new multi-court pickleball facility at Aviation Park in District 5, now moving forward through design and construction
Trees, Greenery & Beautification
