It has been my honor to serve as your City Councilmember, and as I approach the end of my first term, I’m excited to announce that I will seek re-election to a second term representing District 5 on the Redondo Beach City Council!
I’m proud of what we’ve accomplished together on behalf of the residents of North Redondo Beach, and I want to protect and build on that progress for an even better future for our community.
Throughout my first term, I’ve listened closely to residents and surveyed voters across the district — their input and feedback have guided my work on the City Council.
Together we have:

Preserved our Quality of Life — successfully addressing homelessness and crime, banning cannabis shops, prohibiting Airbnb / VRBO short-term rentals, and supporting our police and fire departments.

Kept Redondo Beach at Functional Zero Homelessness — moving well over 100 individuals off our streets.

Delivered four consecutive years of balanced City budgets — fully funding our police & fire services, first responders, and much more.

Brought major road repaving, park improvements, and bike path upgrades — throughout North Redondo, including the Manhattan Beach Blvd. project.

Passed new zoning to revitalize Artesia Blvd. — for new shops, restaurants, rooftop dining, and neighborhood gathering places.

Championed pickleball for everyone — directing funds to build Redondo Beach's first pickleball court at Dale Page Park, adding new courts at Alta Vista Park, and advancing a new multi-court facility now underway at Aviation Park.

Strengthened our Redondo Beach Unified School District partnership — robust support for our terrific District to help keep our schools top-notch.

Secured our fair share of the City’s budget and capital improvement dollars — at long last for North Redondo!

Accomplishments
Protected Our Quality of Life!
● Supported policies and priorities that keep our neighborhood safe, clean, and a great place to live for families, seniors, and all residents, and helping to earn recognition from Travel + Leisure Magazine and Niche as one of the Best Places to Live!
● Maintained the ban on short-term rentals (Airbnb / VRBO) in our neighborhood.
● Kept cannabis shops off Artesia Blvd. and out of our City entirely.
● Passed a tougher new smoke shop ordinance, reducing & restricting locations near our schools, parks, and youth centers.
● Implemented new rules allowing flexible on-street parking on street sweeping days.
● Worked to control traffic congestion and manage over-development to keep our neighborhoods livable.
Maintained Functional Zero Homelessness!
● Before joining the City Council, led the community effort that relocated a proposed homeless pallet shelter out of Aviation Park in District 5 to a more appropriate site — bringing together the Mayor, City Council, and City Attorney around a common-sense, compassionate solution.
● As a Councilmember, supported and funded the tools and resources that have helped keep Redondo Beach at Functional Zero Homelessness, with well over 100 individuals moved off our streets.
Protected Public Safety & Supporting Our Police and Fire!
● Added new police officers through City budgets to increase traffic safety and fight crime.
● Backed Measure FP to build brand-new, modern Fire and Police stations for our first responders.
● Presented the 4-part “Pillars of Public Safety” speaker series at the Redondo Beach Performing Arts Center, bringing LA County District Attorney Nathan Hochman to our community.
● Supported robust e-bike policies involving safety training, education, and enforcement.
● Cracked down on smoke shop violator under the City's existing ordinance; one enforcement action alone led to a $100,000 payment to the City by a violator, a business suspension, and involved the seizure of illegal products.
● Supported RBPD reaching full staffing, including new officers and training.
Preserved Open Space, Parks & Recreation — District 5 First!
● Supported the refurbishment of play equipment and surfacing at Dale Page Park, Anderson Park, and Mathews Parkette — the parks our own North Redondo kids use every day.
● Backed repairs to the benches and signage at Anderson Park, along with the refurbishment of the Anderson Park Boy Scout and Girl Scout Houses, keeping these community gathering spaces in good shape for local troops and families.
● Backed the Wilderness Park Master Plan and the multi-year restoration of the park's historic Lower Pond and stream system, reopened in 2026 after being out of service for more than a decade, with hundreds of native plants installed by community volunteers.
● Voted to fund and open the new Bill Brand Gateway Park beneath the Redondo Beach/King Harbor sign at PCH and Herondo, transforming a vacant utility right-of-way into native landscaping and a new public walking path.
● Supported the all-abilities playground project at Franklin Park.
● Supported opening the new Teen Center at Perry Park.
● Supported the opening of the new play equipment project at Dominguez Park.
Bike Lanes, Bike Paths & Street Safety!
● Supported and secured major street repaving and resurfacing throughout our North Redondo neighborhood, including the Manhattan Beach Blvd. resurfacing project between Aviation Blvd. and Inglewood Ave.
● Secured new funding for lighting and restriping along the North Redondo Beach Bike Path.
● Delivered street safety improvements in our neighborhood, including the new pedestrian crosswalk at Robinson & Dale Page park, and new speed bumps at the approaches to the NRB Bike Path.
● Backed new bike lanes throughout the city while maintaining on-street parking for residents.
Revitalizing Artesia Blvd. & Growing Our Local Economy
● As a City Councilmember, passed and advanced new zoning to revitalize and energize Artesia Blvd. — opening the door to new shops, restaurants, and neighborhood gathering places within walking distance of home.
● Supported and helped facilitate the opening by residents of the new, state-certified North Redondo Beach Farmers Market at Green Ln. and Artesia Blvd.
● Helped secure the BeachLife Festival Concert Series for Redondo Beach — a signature event our own residents enjoy right in their backyard, while also bringing visitors and revenue to local businesses.
Pickleball for Everyone!
● Personally directed District 5 discretionary funds for Redondo Beach's first pickleball court at Dale Page Park.
● Voted to fund a new multi-court pickleball facility at Aviation Park in District 5, now moving forward through design and towards construction.
● Funded the new pickleball courts at Alta Vista Park.
Trees, Greenery & Beautification!
● Funded and supported the planting of hundreds of new trees throughout our City.
● Backed landscaping and habitat restoration efforts at our parks and public spaces.
● Supported efforts to expand tree-planting opportunities for residents in their own neighborhoods.
Supporting and Respecting Our Senior Citizens!
● Expanded our Senior Lunch Program.
● Maintained robust programming for our seniors at the Anderson Park Senior Center.
Fiscally Responsible, Balanced Budgets!
● Delivered four consecutive years of balanced City budgets.
● Fully funded our Police and Fire Departments and first responders.
● Supported strengthening the City's financial management — improved grant tracking and capital asset planning — to keep Redondo Beach on solid fiscal footing.
Robust Support for Our School District & Kids!
● Provided robust support for, and partnership with, our terrific Redondo Beach Unified School District to help keep our schools top-notch.
● Advocated for safe routes to school for RBUSD students throughout District 5.

About Scott
It is my honor to serve you!
In March 2023, I became your City Council Member. I thank all the residents who gave me their support, as well as the elected officials who endorsed me. However, I must first thank my wife, Evelyn Acosta Behrendt, and my two sons for their love and support; I could not have done this without them.
My wife and I are Southern California natives and 20 year residents, homeowners, and parents of two school aged children in Redondo Beach.

Scott Is a “Super Lawyer”!
I am also an attorney by trade, and have been named a “Super Lawyer” from 2012 - 2026 by Los Angeles Magazine – a distinction recognizing the top 5% of attorneys for excellence in the practice of law. Over my 25 year career, I've developed the ability to process large amounts of complex information, and work productively, efficiently, respectfully, and fairly with people of different backgrounds and points of view in solving difficult issues. I have the attention to detail, listening skills, and ability to represent -- and make important and difficult decisions on behalf of -- the people of Redondo Beach.

Serving on the RB Planning Commission
I was honored to be appointed by the Mayor and City Council to serve as a commissioner on the Redondo Beach Planning Commission.
On the commission, I had the responsibility advising on planning, zoning, and physical development to our city council. Now, on the council I’m proud of the opportunities we have helped create for new businesses that serve our community.

AYSO & RBLL Youth Sports Coach
For many years, I have been a youth sports volunteer coach and mentor with Region 17 AYSO, and the Redondo Beach Little League, and active in our children's school life, where I've developed great and lasting relationships and friends throughout District 5 for whom I'd like to be a voice on the City Council.

University Honors Student
I graduated Top 15 in my class at the University of California, Santa Barbara, with a B.A. in Business Economics, and #3 in the day student class at Loyola Law School. I founded the Criminal Law Society, clerked for the Hon. Harvey A. Schneider (Ret.) of the Los Angeles Superior Court, and, as a certified law student, prosecuted numerous criminal jury and bench trials, and more than 500 felony preliminary hearings and related criminal proceedings, under the supervision of the Los Angeles City Attorney's Office, Los Angeles County District Attorney's Office, and the Orange County District Attorney's Office.
